Auditors Cast Doubt on Lindner's Budget Plan
External auditors express doubts about Lindner's measures to close the 17 billion euro gap in the 2025 budget, as they may violate the debt brake. The reallocation of Corona loans was classified as unconstitutional by the Federal Constitutional Court.
Instead of grants, loans are to be granted to the Autobahn GmbH and Deutsche Bahn, which appears to be legally complicated. Chancellor Scholz, Finance Minister Lindner and Economics Minister Habeck now have to discuss the further course of action.
The scientific advisory board appointed by the Federal Ministry of Finance also doubts whether the proposed measures by the government are sufficient to reduce the budget deficit from 17 billion euros to 9 billion euros in 2025. Legal concerns have been raised about converting grants into loans for the railway and Autobahn GmbH, as well as obtaining the liquidity surplus from the KfW.
The advisory board's report suggests that the loans for the railway may not be considered a violation of the debt brake, but the Autobahn company, which has no own income, poses a significant legal risk. The possibility of redirecting a portion of truck tolls to the Autobahn company is reportedly being discussed within the coalition government.
