COP29: African Nations Grow Impatient with Climate Talks

The 29th Conference of Parties (COP29) in Baku, Azerbaijan, has underscored a deepening frustration among African nations, many of which are most vulnerable to climate change. The summit has been characterized by an impasse over climate finance and the transition from fossil fuels, leaving developing countries, particularly in Africa, disillusioned with the slow pace of progress.

Despite the landmark Loss and Damage Fund established at COP27, substantial financial commitments have not materialized. The African Group of Negotiators is now demanding $1.3 trillion annually in climate financing from 2025 to 2030, a figure that remains contentious among wealthier nations. This request highlights the urgent need for a new collective quantified goal, emphasizing the dire need for effective financial mechanisms to combat climate impacts.

Political challenges have further complicated the talks. The skepticism of leaders like Argentina's President Javier Milei towards climate change, along with potential shifts in U.S. policy under Donald Trump, have raised concerns about the global commitment to climate action. Furthermore, the presence of over 1,700 fossil fuel lobbyists in Baku and Azerbaijan's own fossil fuel interests cast a shadow over the proceedings.

The summit has also faced setbacks in reaching a consensus on emissions reductions, with Saudi Arabia resisting a transition from fossil fuels. The lack of a definitive climate finance figure in the draft texts has only added to the tension, with developing countries demanding clearer commitments.

As COP29 draws to a close, the efficacy of the negotiations remains in question. The outcome of this summit will significantly influence future climate actions and the trust of developing nations in the global climate framework.

Good morning. For a clear symbol of how much work lies ahead at what is supposed to be the last session of the Cop29 climate summit today, you only have to look at the figure included in the draft text on new climate finance for developing countries: “[X] trillion dollars”. That placeholder on the most important single detail under consideration – included in two rival versions of the text – was supposed to leave space for negotiation. But it also suggests how much still has to be decided if any..
