EU Pushes for Stricter Outdoor Smoking Bans

The European Union's health ministers have recommended a ban on smoking in various outdoor public spaces, such as playgrounds, bus stops, and hospital grounds. These recommendations aim to protect non-smokers from the harmful effects of secondhand smoke. The EU Commission is targeting a reduction in the smoking population to below 5% by 2040. However, the recommendations are not binding, leaving the decision to implement smoking bans to individual member states and, in some cases, regional governments.

The recommendations extend to areas like outdoor dining spaces, leisure parks, swimming pools, beaches, zoos, transit stops, universities, and open-air events. The push for stricter regulations is also a response to alarming statistics, with 700,000 deaths annually in the EU attributed to tobacco consumption, tens of thousands of which are due to passive smoking. These figures highlight the urgent need for enhanced non-smoker protections.

Despite the majority support, there is criticism from certain quarters. Germany, for instance, abstained from voting, with officials calling the recommendations overly broad. The German government pointed out that many competencies related to smoking regulations fall within the jurisdiction of individual federal states. Additionally, countries like Austria and Hungary emphasized that the EU's stance does not impose mandatory bans, allowing each country to tailor its approach to public health.
