Germany's Strategy to Enhance Extreme Weather Warnings

The German government is taking decisive steps to improve its warning system against extreme weather phenomena. Following the devastating rain and flood events in the summer of 2021, the federal government has recognized the necessity for timely and effective public warnings. A new strategy, spearheaded by the Federal Environment Ministry, aims to address existing gaps in the technical transmission of warning messages.

Central to this strategy is the enhancement of the 'Nina' warning app, with a target to increase its users by 30 percent from the current twelve million. This will be achieved through increased promotion and information campaigns. The government emphasizes the importance of having measurable goals and indicators, enabling transparent tracking and adjustments in managing climate impacts, such as rising heat and heavy rainfall.

Further, the strategy outlines the development of more cooling green spaces in urban areas. This involves identifying city zones with climatic deficiencies due to their location and construction type. By 2030, it is expected that 80 percent of municipalities, as mandated by the Climate Adaptation Act, will have comprehensive adaptation concepts in place.

To better understand and manage the financial implications of climate change, federal expenditures on climate adaptation will be systematically reviewed every two years starting in 2026. This strategy not only aligns with the legal obligations of the Climate Adaptation Act, which came into effect on July 1, but also reflects an increasing awareness in Germany about the personal impact of climate change on individuals. The successful implementation of these measures aims to protect the population and ensure economic resilience.
