Revamping Germany's Rail Network: A Call for Investment

Germany's rail network is in dire need of modernization, prompting Berthold Huber, Deutsche Bahn's infrastructure executive, to advocate for an investment fund. Huber describes the current state of the 34,000-kilometer network as 'lamentable.' He stresses the necessity for financial continuity and planning to sustain large-scale projects, shielding them from fluctuating political landscapes. This fund could be supported by a mix of public funds, track usage fees, and private investments.

The recent overhaul of the Riedbahn, a 70-kilometer stretch between Frankfurt and Mannheim, exemplifies the potential of such investments. After a five-month closure and a cost of 1.3 billion euros, the line is back in operation. This project has set a precedent, achieving a 20% faster construction pace with a quadruple increase in construction volume. It serves as a model for upcoming renovations, including the significantly longer Hamburg-Berlin route.

The Riedbahn's refurbishment aims to reduce delays by 80% and keep the route construction-free for at least five years. However, full functionality, including the implementation of the European Train Control System, is anticipated by January 2025. Despite the successful reopening, some regional services will remain disrupted until mid-January, and freight trains will initially run only at night.

The success of the Riedbahn project is crucial as Deutsche Bahn plans to renovate over 40 major corridors by 2031. Yet, challenges lie ahead, particularly with more complex routes like Hamburg-Berlin, which will require longer closures. The rail sector faces criticism over potential financial burdens on smaller operators during these periods. Nevertheless, the Riedbahn's renovation marks a significant step in reviving Germany's rail infrastructure, aiming for a more punctual and efficient future.
