Tax Relief and Child Benefits Reform in Germany

The former traffic light coalition parties in Germany—comprising the SPD, Greens, and FDP—have reached an agreement on tax relief measures and an increase in child benefits, set to commence in 2025. This agreement aims to address the issue of 'cold progression,' where inflation increases taxes without real income growth, by adjusting the basic tax allowance to mirror inflation. Additionally, the child benefit, child allowance, and immediate child supplement are set for an uplift.

The envisioned reforms are poised for implementation by the end of the year, pending approval from the Bundestag and Bundesrat. The latter requires support from the Union, which has been cautioned against obstructing the legislation for political motives. As per the Green party's Sven-Christian Kindler, a family with an annual income of 60,000 euros could see a 306-euro relief.

Achim Post of the SPD heralded the agreement as a testament to effective governance, while Christoph Meyer from the FDP called for further relief efforts post-election. Despite potential financial relief, the overall impact might be tempered by rising healthcare and pension contributions. The government seeks to ensure that these changes benefit citizens by the January 2025 payroll cycle.

The relief measures are intended to take effect in time for the preparation of the January 2025 payroll. However, the costs for health and pension insurance will increase due to the increase in the contribution assessment limits, so that not all citizens will have more net income.
