Germany's nursing care system is at a crossroads, as financial pressures mount amid a growing number of care-dependent individuals. The Bundesrat has approved a 0.2 percentage point increase to the nursing care contribution, raising it to 3.6% of gross wages starting January 2025. This measure aims to generate an additional 3.7 billion euros annually to address the financial shortfalls of care funds and enhance services for those in need.
The increase comes in response to rising costs and a significant demographic shift, with the number of care recipients having quintupled since the introduction of the nursing insurance nearly 30 years ago. The situation is further exacerbated by the economic impact of the COVID-19 pandemic and the failure of a planned nursing care reform.
Critics argue that merely raising contributions is not a sustainable solution. They call for comprehensive financial reform to stabilize the care insurance system. The current funding model increasingly burdens individuals, with care recipients facing high out-of-pocket expenses, averaging 2,900 euros per month for care home residents.
Care Minister Karl Lauterbach has highlighted the urgency of reform, warning that without decisive action, rising personal costs could become untenable. Proposals include increased state funding and a potential merger of private and public insurance schemes to ensure equitable contributions across income levels.
