The Congress often resorts to short-term budgets when unable to finalize funding for the upcoming fiscal year by October 1.

Elon Musk's involvement in the budget discussions drew criticism from Republican members of Congress, who emphasized his lack of voting rights in legislative matters. A shutdown would have led to significant disruptions, reflecting past occurrences, such as the 35-day shutdown during Trump's first term in 2018-2019. President Biden's signing of the bill into law marked a momentary resolution, emphasizing the need for continued bipartisan cooperation in fiscal matters.
