Mixed Success in Germany's Climate Efforts

Germany has made strides in reducing greenhouse gas emissions, achieving a historic low in 2024. Overall emissions decreased by three percent from the previous year, marking a 48 percent reduction since 1990. The energy sector led this decline, primarily due to the decommissioning of coal plants and the rise in renewable energy, which now accounts for 55 percent of electricity consumption. This shift has resulted in lower emissions and decreased electricity prices, underscoring the impact of Germany's renewable energy policies.

However, the country has failed to meet EU climate targets in transport and building sectors, exceeding emissions limits by 19 million and nine million tonnes of CO2 respectively. The shortfall is attributed to investment hesitancy among households and businesses, compounded by a decline in demand for heat pumps and electric vehicles. Consequently, Germany faces significant financial penalties, necessitating the purchase of emissions rights from other EU states.

The industrial sector also saw a slight rise in emissions, influenced by increased reliance on fossil fuels. Despite the economic downturn, emissions in this sector increased by three million tonnes of CO2. Germany must address these challenges to avoid further financial burdens and align with EU climate mandates.

Germany's record earnings of 18.5 billion euros from CO2 certificate sales, directed into the Climate and Transformation Fund, highlight the financial gains from emissions trading. These funds support energy-efficient renovations and the development of green technologies. Moving forward, Germany needs to extend its energy transition momentum to other sectors, ensuring a balanced approach to climate neutrality while safeguarding economic stability.
