EU's Strategic Edge in Tariff Negotiations with Trump

The European Union (EU) wields significant leverage in trade negotiations with Donald Trump, as emphasized by former WTO chief Pascal Lamy. The EU’s strategic advantage lies in its ability to propose reciprocal tariff reductions, particularly in the automotive sector. Presently, the EU imposes a 10% tariff on U.S. cars, compared to the U.S.'s 3% on European vehicles. By offering to lower these tariffs, the EU can negotiate for reduced tariffs on its exports to the U.S.

Trump has previously extended a temporary reprieve on tariffs to Mexico and Canada, but has faced retaliation from China. The EU, however, has been preparing for potential tariff conflicts, especially in anticipation of a second Trump term. Should negotiations falter, Lamy suggests the EU is ready to impose retaliatory measures that would impact American exporters.

In parallel, the EU is contemplating anti-coercion mechanisms and targeted tariffs as part of its broader strategy to counteract Trump's trade policies. These measures include restricting public procurement and impacting U.S. tech giants under the Digital Markets Act.
