The 'Initiative for an Actionable State' has presented its final report, emphasizing the need for comprehensive modernization of Germany's governmental systems. Comprising 54 experts, the initiative focused on developing recommendations that address growing concerns about the effectiveness of state institutions. The report was presented at Schloss Bellevue in Berlin, with German President Frank-Walter Steinmeier, who supports the initiative, welcoming attendees.
The report proposes 35 reform measures across various sectors, including administration, social welfare, migration, economy, and security. These measures aim to streamline bureaucracy, enhance efficiency, and fortify democracy by rebuilding public trust. Some proposals have already found their way into the coalition agreement, such as the establishment of a Digital Ministry, highlighting the government's commitment to reform.
Key reforms include centralized deportation procedures, simplified immigration and integration processes, and consolidated social benefits. Additionally, the initiative suggests the creation of model municipalities in regions like Cologne and Stralsund to test these reforms. The involvement of local governments is critical, as they would be granted extensive personnel autonomy to implement these initiatives effectively.
Federal Digital Minister Karsten Wildberger underscored the government's modernization agenda, set to progress until December. The initiative, backed by notable figures such as former ministers Thomas de Maizière and Peer Steinbrück, seeks to make the state more responsive and citizen-oriented. By enhancing the capabilities of state institutions, the initiative aims to reinforce the democratic framework, ensuring it is robust and resilient in facing future challenges.
